Takashi Horiuchi, Executive Vice President of Plus W Inc., a talent solutions company, appeared as a guest speaker at the Pakistan IT Seminar “Digital Partnership between Japan and Pakistan,” held at the headquarters of the Japan External Trade Organization (JETRO) on September 15, 2026. In his presentation, “Pakistan IT Talent Development: Activities and Experience,” he drew on local talent development initiatives and joint Japan–Pakistan development projects to discuss the education and employment support that underpin collaboration with Japanese companies.

Sharing experience in local talent development and joint projects

In May 2022, Plus W opened the Pak-Japan Centre (PJC) at the National University of Sciences and Technology (NUST) in Pakistan. For more than four years, we have worked with government agencies and universities to provide support spanning IT and Japanese-language education, matching professionals with Japanese companies, and continued support after they start work.

In January 2025, we launched an IT and Japanese-language training program with Pakistan’s Overseas Employment Corporation (OEC), bringing together 54 participants from nine universities across three cities. IT instructors with development experience and bilingual Japanese-language instructors with business experience support learning grounded in workplace needs.

Plus W also undertakes AI and other IT development through teams of Japanese and Pakistani engineers, project managers and other professionals. Alongside our training and employment support initiatives, Horiuchi highlighted the 28 Pakistani professionals employed or contracted through Plus W and the more than 70 IT projects we have undertaken and supported together with these professionals.

NAGASE Group reflects on its first year with Pakistani engineers

Nagase & Co., Ltd., which was also represented at the seminar, is one of the companies Plus W has supported. The NAGASE Group comprises more than 100 companies, including Nagase & Co., Ltd., and operates in approximately 25 countries and regions. Our relationship began with its efforts to build a global IT team at group company Nagase Information Development, Ltd. (NID).

Seeking professionals who could connect its overseas operations with system development in Japan, NID began working with two Pakistani IT engineers through Plus W in September 2025. In his presentation, Executive Officer Natsuki Imamura highlighted their practical skills and the results of Plus W’s continued Japanese-language education after their arrival. He observed that working with international colleagues had become a normal part of the workplace and was having a positive influence on Japanese employees. He concluded by expressing his hope that the two engineers would grow into roles connecting Japan and overseas operations.

Matching expertise with work and supporting continued growth

Before recruitment, we clarify job responsibilities and the skills required. Before arrival in Japan, we provide Japanese-language education and help with visa procedures. Once work begins, we help professionals adjust to their workplace and life in Japan while continuing to offer career guidance. By staying involved with both companies and professionals from recruitment onward, we help people settle into their work and make full use of their expertise.

Alongside roles based in Japan, we support remote work from Pakistan and offshore development. We propose arrangements suited to each company’s business challenges, project requirements and team structure, as well as the professionals’ expertise.

The seminar brought together government, institutional and business perspectives on Pakistan’s economy and IT industry, business collaboration and the integration of international talent. Video messages were contributed by H.E. Shaza Fatima Khawaja, Pakistan’s Federal Minister for Information Technology and Telecommunication; H.E. Shuichi Akamatsu, Ambassador of Japan to Pakistan; and Masatomo Itonaga, Country Director, JETRO Karachi.
